Los Angeles has a slightly sordid history when it comes to mass transit.  After getting rid of the massive Pacific Electric Railway, it took nearly 40 years to start rebuilding its rapid transit system.  It's not that the problem wasn't recognized: subway proposals, for various reasons, fell flat over the decades, ranging from the massive 235-mile Sunset Coast Line proposal in 1976 to the one-line monorail proposal from the mid-1950s.  This is the subway plan proposed in 1968, which was modeled after the San Francisco BART system.
