The Second World War, and the accompanying expansion of the federal bureaucracy, caused Washington DC to boom. DC's population doubled, as the influx of workers led to a housing shortage, and gasoline rationing meant that the District's streetcar system once again became the city's the primary means of transportation after decades of slow decline.  There were even proposals put forth during the war to bury DC's busiest streetcar lines underground.
