Washington D.C. was a relatively small city in the 19th century. The federal bureaucracy was still relatively small, and DC was eclipsed in commercial importance by Baltimore and Philadelphia, which had better harbors and transportation connections. Streetcars in this era were still pulled by horses, mules or compact steam engines.  There were five competing streetcar companies, as was normal in this period.
