The CTA Circle Line was meant to use sections of the existing Pink, Red, and Orange Lines, together with new trackage on Chicago's Near West Side to create an outer circle around central Chicago.  Unfortunately for the Circle Line, planning was done during the real estate bubble of the 2000s, and when the bubble collapsed in 2008, it destroyed Chicago's ability to fund the Circle Line.
